It definitely could! The LEGO Movie's workflow was primarily in Maya, so I'm sure you could achieve that style! There's some plugins available for it. I've thought of moving over my workflow to Maya before and learning the industry standard - but honestly, I'm pretty happy with where Blender 2.8 is at! There's some pretty big mainstream adoption that's been happening recently, especially with Ubisoft and Epic, so I feel like I'm going to keep it there for the time being.
But yes, I totally believe you could mimic similar results in Maya! The main issue you will have to work through is finding out how to keep render costs down.
